Will not turn over, Headlight off

Hello, been a while. I just got my second VTX to zip around town. I have a problem with the starter system. First off I have a new battery, new starter relay, cleaned the engine start button on the handle bar. I checked all the fuses including main and the clutch diode switch I disconneed all the connecters to check for corrosion (pretty clean). Here is what's happening;
When the key is turned I have dash lights, neutral light and front marker lights come on but not the headlight. I can jump the relay leads and the bike will start and stay running but the headlight is still out. Has anyone seen an issue like this?

I think you have a problem with the starter switch... did you add extra arch to the little plate.. and make the little spring a bit longer.

or assembled it incorrectly. no start and no headlight starts there.

The shunt is not moving freely in the carrier.
A small amount of trimming melted plastic should clear the problem.
