That's a Hondaline "Valkyrie CB radio system". I believe that Honda has discontinued them but you might still be able to get them HERE (http://www.cruisercustomizing.com/detail.cfm?model_ID=0&Category_ID=50&manufacturer_ID=8&product_ID=1522&sblid_name=Hondaline_CB_Transceiver_Kit).
