Front fender removal on a Retro

Will the front fender on a Retro come off without removing the wheel or lower forks? I've heard both answers and before I even take out my tools and start I thought I'd ask. Thanks! Bluto should know this one.

No, the wheel must come off and you rotate the lower fork legs180 degrees. Some have been able to squeaze the fender enough so pinch it trough, but that is a receipie for scratching the heck out of the fender.
Tape up the fender too for added insurance against scratching
