Question about the rear wheel on an 1800N

Well I decided to have the wheels on my 1800N powder coated gloss black. I took the tires off and pulled all of the bearings. Dropped them off at the powder coater and he tells me that the bearing race that the flange bearing sits on needs to be pulled out. This is also the race that holds the left side wheel bearing. I tried to punch it out from the other side, but it wouldn't budge. Put a puller on it, but couldn't get enough grip on the small lip. After looking at the parts breakdown for the rear wheel, it's appears to me that this race cannot be removed... Can it be pulled? It looks to be a solid steel race that is pressed into the wheel, I couldn't get it to move. That area will be taped off anyway, can I just leave it in while the wheel is powder coated?

And then you pull that bearing out...it should look like this
