Sure the VIN is still stamped on the frame, that has to be there as well. In the case of a custom build, of course there is no OEM sticker, so the stamp on the frame becomes the VIN. I'm unclear as to why, exactly, just the VIN would not be good enough, especially in that it should match the sticker anyway, and certainly match both the insurance and registration docs, but you can't get a handgun here without either buying it illegally (easy enough for $500.00 or so), or jumping through some serious hoops. Such is living in an almost socialist country. The rules don't always have to make sense ... Lol
OTOH, the sticker is far easier to find and see and the Gestapo around here aren't always that bright. Some of course are great, some ... not so much.
