Glen's A/F Adjuster Question

I put this on some time ago. When I go to make an adjustment, it's not an easy turn. The knob/cable will twist first, then the needle turns. When I stop the turn, the knob/cable rebounds back to where the needle actually stopped. Is this how it's supposed to work?

Talked with Glen on the phone. He thinks that Honda may have used some kind of glue (thread lock) to set it. Residue may be hindering an easy turn. Makes sense to me. The plugged the hole too. They didn't want us messin with it. I still have the OEM part. I'll have to look at it closely. Glen is a very nice fellow!
