When reinstalling the front tire one of the fork bolts broke.
How do I get it out?
Can it be safely driven for about 5 miles with the other three in place?

I agree. It's a good sign they should all be replaced.

Previous owner of my '03 needed to hear this. I believe he over-torq'd and red-loctited every bolt he ever touched on the bike.
