Well, I would say correct. Needs +12v. That “should” be there for N and Oil Press just by turning the key on. So adding 12v from some other source just to light the LED really tells me nothing more than ‘the LED works’. So what! It needs to work when the PCB is powered normally, not bench testing. Do you really believe that 5 LEDs all went poof just by soldering in a new HiBeam blue LED? I don’t.

But somewhere, something happened and it probably was caused by your activity.
Traces on one side and continued on the other side to go to some location.
You know where your leds are, look for the +12v

EDIT::: Remove the VTX battery, take it and the speedo to the workbench.
Put +12v on the Bl/Br wire. Put Negative on the Green wire.
Start looking for +12v at the leds of interest.
If you find a Led with +12v or the resistor, then Ground the other led lead.
Ground it at the Green connector.

There have been a few cases where the green connectors did not line up and a pin
was pushed out (Further into the connector) causing an open condition.
There have also been cases where a male pin was bent.
One bent pin shorted out to another pin and blew the fuse.
