I got mine from Cruiser Customizing - $25 for the lowers, $95 for the mounting kit, and free shipping. I got the Memphis Lowers Black Gradient for the VTX 1300C.

Thanks. Ive been to the HDL site several times and found the lowers but could not find the hardware to mount it.

Give HDL a call. I did this over the Memorial day sale to get a part not listed on their site and they gave me the Part Number which I then ordered on-line to qualify for the discount and had to put the part number in the comments box.
