Vacuum hoses have cracks/splits at the hose end. Check all vacuum hoses. Any aftermarket addons? How many miles on odometer? Loose band clamps on carb and intake manifold..
Accelerator pump not spraying correctly.

Assuming you know the VTX 1300 is a carbureted bike, (not fuel injected) set lean at the factory. Also assuming you know they are notoriously 'cold blooded' and must be properly warmed up, or they will stutter/pause/stumble on acceleration if not yet warmed.

Now does you bike pause on acceleration when it's properly warmed up?

I would do an inspection on the vacuum piston diaphragm as well as all the other checks mentioned by those earlier. The vacuum piston diaphragm will get hard from the heat and hydrocarbon exposure over time and start to form creases and folds, which then start to crack through the rubber and cause an internal vacuum leak which then decreases the throttle response or causes the engine to stumble upon throttle opening.
